JOB DESCRIPTION - Director of Residential ServicesAs our direct
care staff work with youth that are 18-24 years old, we require
that applicants are at least 25 years old. House CA (CHC) is
excited to announce the launch of its new transitional housing site
in Hayward, CA, for youth experiencing homelessness. The staff at
CHC Hayward will be part of a unique experience of being the first
staff to ever work at the site, not only becoming a critical part
of CHC---s history, but helping to develop a program that most
effectively meets the needs of youth experiencing homelessness. The
staff will draw upon CHC---s 30+ years of experience serving youth,
ages 18-24, while developing unique programming and services to
meet the unique needs of youth. CHC is committed to meeting young

POSITION SUMMARY: Under the supervision of the Senior Vice
President (SVP), the Director of Residential Services will help to
develop and will manage CHC---s new Hayward site Transitional House
Program (TLP). The DOR supervises the staff, coordinates the
programs, and manages the operations of the new Hayward housing
program. The DOR will ensure the delivery of services to all
residents in the TLP in accordance with the CHC---s mission
statement, Five Principles, Code of Conduct and CHC Policies and
Procedures. The DOR will supervise the Residential Manager, Case
Managers, Community Involvement Coordinator and offer support to
the direct care staff at the site. The Director will also be the
primary contact and participate in local COC and CES systems,
representing CHC in the community. The position is also responsible
for promoting the development of life skills among TLP youth,
tracking program outcomes and documentation, managing the program
budget, ensuring adherence to federal and private funding
guidelines, and being an ambassador of CHC with the community at
large. The DOR works in concert with CHC---s Executive and
Development teams to ensure that the site and agency fundraising
objectives are met, and that CHC becomes a key member of the
community around the site. All staff on the leadership team at CHC
are expected to roll up their sleeves and lead alongside their
teams, to foster, train and support each staff around the
relentless engagement of the young people we serve and the capacity
to be innovative and stabilize a new program. CLASSIFICATION:
Full-Time Exempt, 40 hours per weekSALARY RANGE: $70k-$75k annually
ESSENTIAL FUNCTIONS:
- Manage daily operation of the Hayward Rites of Passage (ROP)
Transitional Housing Program. Ensure appropriate levels of coverage
seven days a week, 24 hours a day where applicable, as well as
participate in Administrator On-Call for the Hayward site.
- Responsible for the hiring, training, and supervising of
Manager, Case Managers and other supportive staffing positions as
well as participating in the hiring, training, and supervision of
all Youth Engagement Specialists.
- Work collaboratively with Human Resources on all on-boarding,
performance issues, and terminations as needed.
- Oversee and coordinate all TLP intakes and discharges following
the County Coordinated Entry System (CES) as indicated to ensure
that program capacity is optimized, align with contract
obligations, and meet the programs--- outcomes measurements.
- Serve as the liaison for the Coordinated Entry System which
includes participation in CES meetings, program reviews, work
groups, learning communities or trainings associated with the Santa
Clara COC.
- Ensure opportunities for training and supportive supervision
around trauma-informed care, harm reduction, relentless engagement,
motivational interviewing, and other training priorities for
engagement and working with youth experiencing homelessness.
- Oversee Targeted Case Management (TCM) component of the TLP
program, ensuring all documentation is completed in accurately,
concisely and in a timely manner as well as ensuring all TCM
guidelines are being followed.
- Ensure adherence to programmatic standards of documentation as
it relates to client files to ensure that all client files meet
contractual obligations.
- Prepare monthly program reports and participate in quarterly,
annual, and program renewal reports as needed.
- Collaborate with CHC---s Development Department in supporting
of the agency---s philosophy of ---funding together, including
preparing grant proposals and program renewal reports---.
- Oversee annual review and updating of program policies,
procedures, and related documents (e.g., program handbooks and
applications).
- Monitor program budget. Complete monthly and semiannual budget
reports. Provide recommendations for budget modifications.
- Work closely with Data/Quality Assurance to ensure integrity of
data entry and reporting. Effectively utilize databases/systems
required for reporting purposes including Efforts to Outcomes (ETO)
and HMIS.
- Ensure adherence to CHC Policies and Procedures and promote an
environment that adheres to the driving philosophy, principles,
values, and strategic initiatives of the agency.
- Ensure routine reviews of the TLP physical plant and equipment
to ensure areas meet expectations. Complete work requests promptly
as needed for repairs.
- Participate as part of CHC---s NorCal leadership and Program
Leadership teams. Attend leadership meetings and trainings as
indicated. Collaborate with colleagues on initiatives that aim to
strengthen an integrated services model including participation in
work groups.
- Participate in state-wide and national advocacy measures to
give a voice to the complex issues of youth homelessness and the
need for diverse services, housing options and outcome measures
that is required in serving transitional age youth.
- Have a significant leadership role in the broader community,
advocating for agency support and the issues of the young people we
serve.
- Other duties as assigned. JOB REQUIREMENTS EDUCATION:
Bachelor---s Degree required (Masters strongly preferred) in field
related to Human Services. EXPERIENCE: Minimum (5) years---
supervisory experience. Minimum (5) years--- experience in
residential, homeless services and/or mental health services.
SKILLS: Knowledge of adolescent development, case management, and
crisis intervention. Excellent written and oral communication
skills, excellent organizational skills, and strong computer
skills. Public speaking skills and comfort in representing CHC in
the community. Must be a self-starter and team player with the
ability to work with other staff members, clients, vendors, and the
public. Bilingual in Spanish a bonus. TRANSPORTATION: Must have a
valid California driver---s license and a good driving record and
ability to drive CHC vehicles. CONDITIONS: General business/office
environment. Must be able to lift upwards to 40lbs . on occasion,
bend, sit and stand for prolonged periods of time. Some
weekend/holiday work may be required. SUPERVISORY : The position
serves as direct supervisor to TLP Manager and case managers.
